Joan Hodges-Wu serves as the Founder and Executive Director of Arrived. A licensed social worker with nearly two decades of experience working with asylum-seeking survivors or torture, Joan has dedicated her career to transforming how organizations work with trauma-affected immigrants. Her expertise has been recognized by the U.S. Office of Refugee Resettlement and the National Consortium of Torture Treatment Programs.
Under Joan’s leadership, Arrived has grown from a $4,000 GoFundMe campaign into a nationally recognized nonprofit, navigating startup challenges, COVID, and a shifting immigration landscape along the way.
Joan holds a Masters of Arts in Refugee Care from the University of Essex and a Masters of Social Work from the Catholic University of America. She is also a Returned Peace Corps Volunteer who served in Central Asia.
Madeleine’s role is dedicated to ensuring that programs and employees have the resources they need to operate smoothly and efficiently at Arrived. As Chief Operations Officer, she also supports the Executive Director in achieving the organization’s mission through overseeing operations, reporting, hiring, and finances while also coordinating Arrived’s nationwide technical training initiatives.
Madeleine joined Arrived in 2021. A graduate of The George Washington University, Madeleine earned a B.A. in International Affairs and French Language, Literature, and Culture where she also spent time studying at Sciences Po Paris and the School for International Training in Cape Town, South Africa.
As Director of Advancement at Arrived, Fabiola shapes the organization’s strategic vision and secures the resources to bring it to life. She pairs big-picture strategy with hands-on execution, leading Arrived’s fundraising, grants, communications, and partnership work.
Fabiola joined Arrived after five years at the U.S. Department of State, where she managed global operations for the U.S. Refugee Admissions Program. An expert in humanitarian and refugee policy, she has spent her career building durable solutions for displaced people. Now she ensures that refugees who have found a home in the DMV have the support they need to build a foundation for generations to come. Fabiola holds a B.A. in Political Science from the University of Notre Dame.
Nicole serves as Senior Executive Advisor at Arrived, driving strategic initiatives spanning program design, monitoring and evaluation, and organizational development. She previously served as Arrived’s Deputy Executive Director.
Prior to joining Arrived, Nicole spent nearly 12 years in the U.S. Department of State, including as Deputy Director of the Refugee Processing Center, modernizing technology to support historic refugee resettlement. Her public service included creating criminal justice reform programs in Africa, negotiating UN resolutions, coordinating global crisis responses, and serving as Acting Executive Director of the Department’s humanitarian affairs bureau. Earlier in her career, she launched global experiential learning programs as Assistant Director at the Buffett Institute and managed grants and communications for the American India Foundation in New Delhi.
Nicole holds a B.A. in Political Science from Northwestern University, an MSc in International Development Management from the London School of Economics, and received executive leadership training from Harvard Business School.
Arrived is proud to employ staff from the same communities we serve. Our one-year, on-the-job “fellowship” training program develops those who received services into skilled professionals equipped to help others. More than 70% of Arrived’s direct service staff are graduates of the fellowship program.
In 2023, the U.S. Office of Refugee Resettlement recognized our training program as a national best practice, encouraging other organizations across the country to adopt our model.

A first-generation American, Cindy Hallberlin has spent more than 30 years helping organizations grow, navigate change, and lead with purpose. She currently serves as Chair of the Board of Directors of Arrived and works as an executive coach, partnering with leaders and organizations to build strong, values-driven cultures. Throughout her career, Cindy has held executive leadership roles, including President and CEO of Good360, Chief Operating Officer of the American Diabetes Association, and Chief Ethics and Compliance Officer at U.S. Foodservice, where she helped strengthen the organization’s ethics and compliance program during a $1 billion fraud investigation. As the daughter of immigrants who fled Nazi-occupied Europe, Cindy is honored to support Arrived’s mission.
Tim Aluise was an affordable housing lawyer for over 40 years. He co-founded the Washington, D.C. law firm Hessel, Aluise and O’Leary, PC. With a nationwide practice, he represented developers, housing finance agencies, national banks, tenant groups, trade associations, and Wall Street investment houses across the multifamily affordable housing industry. He has served on the Mortgage Bankers Association’s multifamily housing committee and chaired the American Bar Association’s Subsidized Housing Committee. He holds a law degree from The University of Notre Dame, a bachelor’s degree from Georgetown, and a Financial Planning certification from NYU.
Sally has over 30 years of experience advocating on behalf of the banking and financial services industry before Congress, federal and state regulators, and foreign supervisors. Until April 2018, she served as CEO of the Institute of International Bankers (IIB), a trade association representing banks doing business in the U.S. Previously, she was Senior Vice-President at the American Bankers Association (ABA) and Executive Director and General Counsel of its Securities Affiliate (ABASA). Sally chaired the American Bar Association’s Banking Law Committee (2008-11) and has served on several for-profit financial services boards. After retiring, she co-founded ALLRISE DC, which supports women’s careers in financial services. She holds a law degree from American University and a bachelor’s degree from Boston University. Sally is a naturalized U.S. citizen.
Tiffany Lung is a marketing leader and branding expert in the CPG and Healthcare industries. She has over 10 years of brand management experience overseeing portfolio P&Ls and building campaigns for iconic brands such as Kate Farms, Lansinoh, Capital One, Swedish Fish, and Sour Patch Kids. Tiffany earned her MBA from the Kellogg School of Management at Northwestern University. Tiffany is a first-generation American and the grandchild of Chinese refugees.
Rich is an attorney with 30 years of experience representing plaintiffs in antitrust and civil rights litigation. He is currently a Partner and Co-Chair of the Pro Bono Committee at the law firm Cohen Milstein Sellers & Toll LLP, where he has represented unaccompanied minors pro bono in immigration proceedings. Previously, he served as a Senior Trial Attorney in the Antitrust and Civil Rights Divisions at the U.S. Department of Justice. Rich is an Honors graduate of Wesleyan University and received his law degree from Yale Law School, where he was a Senior Editor of the Yale Law Review.
Rebecca serves as Senior Counsel and Vice President for Immigration at Jetr Global, an advisory firm that helps sports and entertainment organizations, athletes, leagues, federations, and governments navigate international immigration and global mobility. Previously, she spent 12 years with the U.S. Department of Justice (DOJ) and U.S. Citizenship and Immigration Services (USCIS), most recently serving as Senior Advisor to the Deputy Director of USCIS and Chief of USCIS’ Administrative Appeals Office. She provided counsel on a wide range of emergent issues related to immigration law and shaped myriad regulatory and policy-based agendas.

Her career has spanned nonprofit organizations, international organizations, and the U.S. government, where she held senior leadership roles with the Department of State’s Bureau of Population, Refugees, and Migration. Robert is a corporate and securities lawyer with more than three decades of experience in counseling Boards of Directors and executives. During his career, he has served in senior legal roles in the healthcare and entertainment industries. He most recently served as the general counsel of an online streaming platform.
Ty Cobb is a leader with more than 20 years of experience at the intersection of business, policy, and community impact. At Amazon, he leads policy, strategy, and partnerships for Amazon eXperience & Upskilling, helping the company create opportunities for employees and communities to grow, thrive, and connect.
Previously, Ty was a senior leader at the Human Rights Campaign, where he led programs, strategic initiatives, and research. His accomplishments included building a coalition of more than 45 companies to provide career mentors to 1,000+ LGBTQ refugees in partnership with the Tent Partnership for Refugees; growing the Business Coalition for the Equality Act to more than 500 major companies; and launching HRC’s global advocacy efforts, supporting LGBTQ advocates and organizations in more than 80 countries.
Earlier in his career, Ty worked on landmark federal policy initiatives including the repeal of “Don’t Ask, Don’t Tell,” reauthorization of the Violence Against Women Act, and passage of the Matthew Shepard and James Byrd Jr. Hate Crimes Prevention Act. He also served as counsel to the office of Senator Edward M. Kennedy and began his career as an attorney at Sidley Austin and Bracewell.
Ty holds a B.A., B.B.A., and J.D. from the University of Texas. He lives in Washington, DC with his husband, twin boys, and two Labrador retrievers.
Ken is a partner at Relman Colfax and joined the firm in 2022. He is focused on counseling financial institutions on best practices for complying with fair lending and consumer protection laws, and on navigating financial technology issues. Prior to joining the firm, Ken served two tours of duty as a Trial Attorney at the Department of Justice, Civil Rights Division, Housing and Civil Enforcement Section, where he investigated and litigated fair housing and fair lending cases. Ken has also worked at a number of large financial institutions, where he served in positions ranging from fair lending counsel to head of consumer fairness compliance.
Steve Cox brings 47 years of experience in international development, community philanthropy, and strategic management to Arrived. Prior to his retirement in March 2018, Steve served for eight years as Vice President for Programs and Managing Director for Networks and Strategic Initiatives at the Inter-American Foundation. Steve has also held senior executive positions with the Ford Foundation, the World Wildlife Fund, The Nature Conservancy, and Fundación Acceso, a non-profit organization that he founded in Costa Rica. Steve has spent half of his career in residence in Latin America (Mexico, Costa Rica, Brazil, Peru, and Guatemala), and is fluent in Spanish and Portuguese. He has a BA in Latin American Economic Development from Berkeley and a master’s degree in public policy from Harvard.
Alice recently retired as Executive Director of VisArts, a nonprofit arts organization in Rockville, Maryland, where she spent 15 years helping the organization expand its programs, reach, and impact. Under her leadership, VisArts grew to a $3.5 million organization serving more than 30,000 people each year.
Throughout her career, Alice has been passionate about strengthening nonprofit organizations and the communities they serve. She has provided fundraising and organizational management support to a wide range of local nonprofits, including Wolf Trap National Park for the Performing Arts, Crossway Community, Operation
Homefront, and Glen Echo Park Partnership, and has held senior leadership roles at the International Center for Journalists, Bentley University, and the Center for International Private Enterprise.
Alice continues to be active in the community. She serves on the Montgomery County Advisory Board of the Greater Washington Community Foundation and is a member of Impact100 DC, where women come together to support high-impact community initiatives. She is also a graduate of Leadership Montgomery’s Core Program and has a B.S. from Georgetown University’s School of Foreign Service.
Alice lives in Potomac with her husband, Jonathan. Outside of her professional and community activities, she enjoys traveling, reading, cooking, and, most of all, spending time with her grandson.
The daughter of Iranian immigrants and raised in Ohio, Avideh has spent two decades working to advance immigrant, economic and racial justice. She is currently working in the general counsel’s office of the Freedom Together Foundation and has previously held roles leading federal policy and advocacy at the New York Immigration Coalition and the National Immigration Law Center and represented survivors of gender-based violence at Sanctuary for Families. She has also served as a visiting professional at the Office of Public Counsel for Defense at the International Criminal Court and as an appointee at U.S. Citizenship and Immigration Services, working on a range of humanitarian issues. She is a graduate of Columbia University and Boston University School of Law.
Anam Petit is an immigration attorney and former U.S. Immigration Judge who has spent her career representing immigrants navigating the U.S. legal system. She currently serves as Partner at Murray Osorio PLLC, where her practice focuses on removal defense, and federal appellate litigation.
From 2023 to 2025, Anam served as an Immigration Judge at the Annandale Immigration Court, presiding over complex removal proceedings. Earlier in her career, she was a Partner at a law firm in Fairfax, Virginia, where her practice spanned family-based petitions, waivers of inadmissibility, humanitarian relief, asylum applications, and appellate work.
Anam has taught as an Adjunct Professor at Georgetown University Law Center, co-teaching the Women and Immigration Fieldwork Practicum, and has volunteered extensively with organizations including the American Immigration Lawyers Association, Arrived, Ayuda, and Catholic Charities. She earned her J.D. and her B.A. magna cum laude in Political Science from The George Washington University, is admitted to practice in Virginia and the Fourth Circuit, and speaks Spanish professionally.
An immigrant herself, Anam brings both professional and personal understanding to her work, and she is proud to support Arrived’s mission.
